(1) When changing the organizational structure of the Secretariat according to the Act or this rule, or creating or abolishing a permanent post, the Secretary General shall consult with the Secretary and the Secretary of the Secretariat, prepare a statement including the clear reasons and rationale thereof, and submit it to the committee for necessary decisions with the consent of the Ministry of Finance. will fall But if there is no additional financial liability when changing the organizational structure, it will be enough to inform the Ministry of Finance.
(2) In the course of preparing the form of organization or changing the structure of the organization in accordance with the Act or this rule, if a permanent post is to be created or changed, the job description of the post to be created or changed should be attached.
(3) In accordance with sub-rule (1), the secretary of the secretariat shall inform the civil library of the decision regarding the creation or cancellation or modification of the permanent post within seven days from the date of the decision. (4) The post can be filled only after receiving the information that the post has been registered from the civil library.
